So I'm making a mod and I want to create a new city, I create the victory point, the name for it and then (that's the part where I have a problem) ,to make it appear as city on the map, I go to the nudge tool, make the province a urban area with the terrain tool and copy the file I got from that to my mod and then the problem is that the province is shown as urban in the debug mode and ...
